The aims of the HARROGATE CYCLE GROUP campaigning for cyclists

 are:

1. To introduce a comprehensive and coherent cycle route network for Harrogate and Knaresborough.
2. To link the proposed Nidderdale Greenway and the Spofforth branch of the National Cycle Network with the town centres.

The strategy for obtaing these objectives includes:

Shared use of minor roads with motor vehicles

As the major ‘A’ and ‘B’ roads have high motor vehicle flow rates and speeds, are used by buses and HGVs and have complex junctions and roundabouts, all of which are dangerous for cyclists, their use as cycle routes should be avoided if possible.

Harrogate Cycle Group proposes the use of selected ‘Radial’ and ‘Orbital’ minor road routes for cycling.

Motor vehicle traffic flow is to be limited on these routes where necessary by making them “Access only” for motor vehicles.

Speeds on these routes will where necessary be reduced by the introduction of 20 mph speed limits for all vehicles, and by the employment of substantial traffic calming measures. Approved cycle filters, refuges, traffic lights and other protection will be provided at junctions with major roads, to make crossing as safe as possible.

Shared use of pathways and bridleways with pedestrians

Shared use is only to be adopted where there is low pedestrian flow rate.
Route width will be a minimum of 9 feet, unless there is no other viable alternative and the total route length is less than 60 feet.

All routes should be safe enough for a sensible, unsupervised 12 year old to cycle without fear of motor traffic or of inviting attack. Routes will mostly be overlooked by buildings.

Routes will have metalled surfaces and, where possible, gentle gradients to make cycling as easy and safe as possible.

Routes should be suitable for motorised wheelchair use with smooth asphalt ramping provided where necessary.

Sign-posting will be clear and comprehensive leaving users in no confusion of their direction or rights. Street lighting will be provided and maintenance and cleaning will be to a high standard.

All ‘Radial’ and ‘Orbital routes will be audited in line with the Institute of Highways and Transportation risk assessment document to ensure that an acceptable level of safety has been achieved.
